Business men fined for dumping care home documents in fly tip

Two business men have been ordered to pay fines and costs of more than £12,500 for dumping care home documentation in a fly tip.

The confidential personal care documents of residents at the former Highfield House nursing home in Darwen were discovered at the Raikes Lane fly tip in Bolton, The Bolton News reported.

Bolton Magistrates Court ordered Afzal Mahmood of property firm SMC Network Ltd and his friend Mohammed Ali to pay £12,543 in fines, clearance costs and legal charges for their “reckless” actions.

The court heard how Mr Mahmood, who bought Highfield House in October 2017 with plans to turn it into residential accommodation, instructed Mr Ali to clear the building.

Mr Mahmood and Mr Ali pleaded guilty to breaches of the Environmental Protection Act.

The businessmen’s defence said they had a learnt a “very, very harsh lesson”, adding that the documents had been dumped by sub-contractors following a payment dispute.

Cllr Anne Galloway, Bolton Council’s executive cabinet member for environmental regulatory services, said: “This crime was particularly shocking both in its scale and in the utter disregard shown for people’s private information.

“Fortunately, enforcement officers were able to respond quickly to collect the confidential documents and ensure they were taken to a secure facility.

“I welcome this sentence which sends a message that those who blight our public spaces and damage our environment will be held responsible for their reckless actions.”
